The National Association of Regulatory Utility Commissioners (NARUC) established the Staff Subcommittee on Rate Design by a resolution in November 2015 to assist commission staff share information and experiences in response to the growing complexities and interest in rate design, along with the breadth of available rate design alternatives facing State Commissions. The subcommittee serves as a forum for regulatory staff to discuss the many rate design approaches, experiences, ideas and their connection to cost causation and the development of appropriate price signals. Lastly, the subcommittee was charged with developing a rate design manual for Distributed Energy Resources (DERs) to help commissions facing questions related to compensating DERs.
SEIA’s staff, Trade Committee chairman, and Trade Counsel will give member companies an update on the latest developments with the U.S. – India and U.S. – China trade disputes involving the solar industry. Last week, the U.S. scored a major victory at the World Trade Organization against India’s domestic content requirements for PV solar projects in India. India has subsequently begun their own WTO case against several American state programs that favor solar products made within their state boundaries. The U.S. government will begin a review of some of the tariffs imposed on imported Chinese panels and cells beginning in 2017.
