美国太阳能产业协会迫切要求中美光伏进行解决贸易争端

华盛顿特区 – 美国太阳能产业协会(SEIA)表示,美商务部在日前作出的针对中国太阳能电池组件征收新关税的决策,将会直接威胁到美国太阳能产业的迅速增长。

美国商务部初步认定,中国出口到美国的晶体硅光伏产品获得超额政府补贴,补贴幅度为18.56%至35.21%。基于补贴幅度的初裁结果,美国商务部将将立即通知美国海关对中国出口的上述产品征收相应的反补贴税。

同样令人不安的是,商务部出台了广泛的初步扩大调查范围的决定,虽然其表示将继续审查在这个问题上的各方意见。

SEIA总裁兼首席执行官罗纳·雷希(Rhone Resch)发布了如下声明:

 “此次关税将进一步增加美国太阳能消费者的成本,并将减缓太阳能设备在美国的建立和使用。然而具有讽刺意义的是,从2012年的第一轮双反调查结果来看,高额的反倾销、反补贴税并没有对案件的唯一申诉者太阳能世界公司(SolarWorld)带来任何的直接利益。现在,中美双方应把握时机、以和平协商的方式结束这场不必要的诉讼,并确保美国太阳能市场的持续增长。”

“在过去的几个月里,SEIA促进了中国各太阳能制造商与太阳能世界(SolarWorld)之间的和解谈判对话。这些对话旨在提出产业建议,以帮助快速​​启动中美政府间的谈判。虽然我们已成功地与各方进行了直接沟通、并在积极找寻共同的解决方案,但我们所剩的时间已经不多。”

“中美双方应认真对待此次贸易争端,以避免对光伏行业造成不可挽回的损失。我们强烈敦促各方暂时放下不满情绪、积极找寻有利于行业各个领域的可行方案,以结束这一潜在的昂贵贸易冲突。”
