美国太阳能行业协会谴责商务部关于对中国太阳能电池组件实施反倾销关税的决定

华盛顿特区 —— 随着与中国太阳能贸易战的进一步升级,美国商务部于当地时间7月25日决定将对从中国进口的太阳能电池组件加收新的反倾销关税,并且第一次将关税范围扩大至台湾生产的电池片。商务部宣布将立即开始向中国和台湾的输美光伏产品征收反倾销税,额度分别为对中国大部分制造商征收26.33%至58.87%,向台湾制造商征收27.59%至44.18%的反倾销关税。美国太阳能行业协会总裁兼首席执行官罗纳•雷希对商务部的此次反倾销初裁决定表示强烈地谴责。

“我们强烈谴责这一决定。美商务部这种依赖对中国输美光伏产品进行过分宽泛的“双反”调查的行为,严重影响了美国消费者以及本土太阳能行业绝大部分企业的利益。我们强烈敦促美国和中国政府停止一切行动,并着力寻求通过谈判解决美中光伏争端。这种持久的、不必要的诉讼已经对于两国光伏市场造成了严重的破坏,并且如果调查继续进行的话,影响还会进一步扩大。”

“但是,美中双方的谈判仍然存在一线希望,”雷希说道,“现在,短暂的机会之窗已经打开,美中两国政府、太阳能世界公司,以及中国的光伏制造商短暂必须通过尽快开启谈判解决这一争端。美国太阳能协会一直致力于提出协商解决的可行途径,并协调各方进行。现在正是各方坦诚谈判的时候。”

“美国与中国、台湾之间的光伏贸易争端仍然可以实现双赢的局面,这同样也适用于解决多晶硅问题。古语有云:“有志者事竟成。”今天,我们也看到各方政府都在不断努力、协商解决此次贸易争端。我支持、鼓励我在美国和中国的业界同仁们,能够共同努力、携手找寻让多方共同获益的解决办法。”
