Congressman Blumenauer (D-OR-3) introduced H.R. 5559, the Bridge to a Clean Energy Future Act of 2014, which, among other things, amends the Internal Revenue Code to extend the energy tax credit to solar energy, fuel cell, microturbine, combined heat and energy power system, small wind energy, and thermal energy properties, the construction of which, begins before January 1st, 2017.

Representative Mike Thompson (D-CA-5) introduces HR 2502, the Renewable Energy Parity Act of 2013 to the House Ways and Means Committee.  This legislation will provide all Section 48 technologies with a commence construction standard in order to qualify for the Investment Tax Credit. [HR 2502]

January 2, 2013:
The American Taxpayer Relief Act of 2012 included a provision that amended the traditional placed in service requirement for all Section 45 renewable energy technologies with a commence construction standard.  Notably, this change did not include solar energy facilities.
