Ben Norris
Ben Norris is SEIA’s Senior Director of Regulatory Affairs & Counsel. He leads all of SEIA’s advocacy efforts and issue campaigns on federal regulatory matters, including engagement with the White House, Department of Energy, Environmental Protection Agency, Federal Energy Regulatory Commission, Department of the Interior, Department of the Treasury, and others. He also represents SEIA in litigation affecting the interests of the solar industry.
Kevin Lucas
Kevin Lucas is SEIA's Vice President of Policy Analysis. In this role, he focuses on cross-cutting policy issues that are shaping the energy transition. Kevin’s team of subject matter experts focus on topics such as cybersecurity, virtual power plants, rate design, long-term resource planning, distribution system planning, grid reliability, and interconnection reform at the state, regional, and federal level.
Sean Gallagher
Sean Gallagher is SEIA’s Vice President of State & Regulatory Affairs where he oversees all of SEIA’s policy work in states nationwide, as well as the organization's regulatory policy efforts at both the state and federal level.
Sara Birmingham
As Vice President of State Affairs, Sara oversees solar-related regulatory and legislative activity in California, Arizona, Colorado and Nevada and provides senior-level oversight on important cross-cutting solar policy issues across the Western states.
