The Legislature is considering an unconstitutional assault on the Arizona Corporation Commission. If lawmakers want to put a black cloud over economic growth, especially in the solar industry, here's the way.

House Bill 2789 would strip the commission of much of its power to regulate public-service corporations. The category includes electric companies like Arizona Public Service (but not Salt River Project, which is a different entity), pipelines, sewage treatment and some water companies.
