Dear Transmission Working Group,

Today, SEIA filed comments (attached) in response to the FERC Technical Conference on reactive power. SEIA has long supported applying reactive power requirements to large solar generation on a project-by-project basis when needed to protect system reliability. SEIA indicated that its members stand ready to provide reactive power support where appropriate. However, SEIA recommended allowing reactive power requirements to be met through different means identified by the generator. In addition, SEIA requested that FERC clarify the meaning of “dynamic” reactive power support as utilities view the term “dynamic” in different ways. Finally, SEIA suggested that FERC identify the power factor requirement of 0.95 leading to 0.95 lagging at the point where the power exits the generator facility, typically at the high side of the main transformer.
