Please see attached draft Federal Register notice on DoD Buy American rules, scheduled for publication tomorrow.  We understand that the interim rule is effective upon publication and intended to “clarify rules of origin under trade agreements for photovoltaic devices to be utilized under covered DoD contracts.”  There is a 60-day comment period.  The rules’ potential impact to SEIA members will be discussed on the January 7th Federal Affairs Committee call.  In the meantime, please contact John Smirnow at (202) 556-2906 or [email protected] if you have any questions.
